In 1986, Lemuel Chester, Cambridge resident, becomes the first Black member of Dorchester County Commission and the first Black to represent the City of Cambridge at the county level. This was possible because a federal judge issued a consent order forcing the County to change from an at-large system to a district system in response to a Justice Department lawsuit alleging the at-large system discriminated against Blacks. In this election, the Republican and Democratic candidates for District 2 were both Black, also a first.
